PHCA SUMMER NEWSLETTER:
WE had a wonderful gathering on June 4 at YMCA Camp Marston. Jamie and Rich hosted us in the Dining Room and his staff made lunch for us. It was quite a cost saving compared to the year before. Next year it will be on Sunday, June 2.
DUES for 2023-2024 are now payable. The fiscal year is July - June. Mail checks to post office box 901 or pay via credit card using the DONATE button on our website: pinehillsca.org 200+ reminder postcards went in the mail. If you do not receive one, then you are paid up!
CHIPPING - 15 residents took advantage of the chipping service that PHCA sets up with Four Seasons. FYI: It is not free but charges are calculated by the minute based on Four Season's invoice. Always scheduled in May.
CLEAN UP - Two successful days of Clean Up - two dumpsters were filled. The first day hot dogs were offered. Scheduled in May.
WINTER PARTY - We do have a Party Planner! Reply if you would like to be in on planning for a community party in January 2024.
WELCOME SIGN - A new sign was commissioned for the space on Pine Hills Rd - in front of Viking Garden and JulianTea Farm. It will be installed soon.
BOARD POSITIONS - Welcome to Cassandra Stroud and Janice Collins who have volunteered to be Board members. Please consider being a volunteer in 2024 when positions may be vacant. Bylaws state that there be 4 meetings per year: Sept, January, April, and the June annual meeting. Only an hour for board meetings, and it's quite casual! Next board meeting is September 2 at 10 a.m.
SUPPORT Nancy Kramer and Rickie Burman in their 3-day Cancer Walk. Go to 3-day.org and place their names in the search field. Taking place November 17-19.

Posts are available for lots to enable fire/safety services, permits, and contractors to find a property. Costs have gone up. Replacements will be charged to the resident.

REMINDERS
WATER CONSERVATION: Continue conserving water. Check for leaks - they can put a residence into tier 2 and 3 very quickly and it can cost thousands of dollars.
Native plants do not require as much water as other plantings.
Important! When leaving your home for more than 24 hours, turn off water at the meter. Pipes can break and leak underground. Check your water meter - if house water is off and the meter is spinning - there is a leak which needs to be repaired.
Try the Flume app that will send an alert about leaks or contact the Pine Hills Mutual Water Company for suggestions.

WINTER PARTY - We will try again for Winter 2023-2024. Two volunteers had health issues. If there are some party planners, we would love to hear from you.
WELCOME SIGNS - A new sign is installed at Blue Jay Drive and Eagle Peak Rd - sponsored by land owner Simon Graty. Thank you so much! Another sign is being crafted which will replace the one on Pine Hills Road (just before Eagle Peak Rd).
VACANT BOARD POSITIONS - The Board may consist of 7 directors and there are currently 5. Please send a message via email if you have any questions or interest. Meetings are Quarterly per our bylaws.
CLEAN UP & CHIPPING DAYS - Tentative dates are Chipping - May 11-12.
Chipping requires a reservation and a $50 deposit.
Clean Up Days - May 18-19. We will be confirming the location for Dumpsters. In the spirit of community, hotdogs will be available 11:30 a.m to 1 p.m. both days.
ANNUAL MEETING/LUNCHEON - Sunday, June 4 at the Camp Marston Dining Hall.
Beginning check in at 11:30 am, lunch 12-1 pm, business meetings 1-2 pm. This is in conjunction with the Pine Hills Mutual Water Company.
DOGS - Residents with dogs need to have them on a leash if the dog leaves their property. A report of pit bulls being loose was made. Residents should report to:

MOUNTAIN LIONS: We are fortunate to live in an area where wildlife thrives, and we fully support the protection of our local lions. Many are seen around homes and on trail cams. They are crepuscular, meaning they are usually out at dusk and dawn. Most information states it is not wise to feed wildlife, if deer are fed, it attracts lions. Small livestock need to be in a secure pen at night. Let's protect our lions! Information: mountainlion.org

REMINDERS
WATER CONSERVATION: At the Annual Meeting, residents were asked to conserve water. The wells can drop quite quickly. Do not run hoses on trees. Native plants have deeper root systems and do not need regular watering.
Important! When leaving your home for more than 24 hours, turn off water at the meter. Pipes can break and leak underground - soon there is a massive water bill to pay due to a leak. Check your water meter - if house water is off and the meter is spinning - there is a leak which needs to be repaired. Try the Flume app that will send an alert about leaks.
TIPS: Use a dishwasher and do not pre-rinse. Handwashing a full load uses 42.3 gallons of water. In comparison, dishwashers use less than 5 gallons during a normal cycle and Energy Star washers use less than 3.5 gallons. Flush less. Bathe less. Limit Showers. Do laundry less often. Source: L.A. Our Subdivision - Boundary is Pine Hills Rd and Eagle Peak; it includes Three Peaks Lane and Mountain Meadow Trail. Neighbors are welcome in PHCA but only property owners within the Subdivision have voting rights, per Bylaws.
Blurb from the Bylaws: a) Associate Membership is available to owners in the area neighboring the Subdivision fronting on Frisius Drive, Deer Lake Park Rd, Pine Hills Rd, or any road having access from the three roads and b) a person who resides in Pine Hills but is not a property owner.
History Tidbit - Col. Ed. Fletcher developed our Subdivision to save trees - he purchased 3,000-4,000 acres - from Pine Hills to Cuyamaca Lake. In 1922 he was the secretary of the Pine Hills Association. With land purchased from W.L. Detrick, he built the Pine Hills Inn. A historical map shows the subdivision with its title Pine Hills. OWNERS OF RENTALS - Guests are in a residential neighborhood and walking on private property is not allowed nor are off-leash dogs per San Diego County ordinances. Guests need to be respectful of residents. Quiet "forest voices" are appreciated. There is much concern about vacation rentals changing the face of Pine Hills. Although owners are not currently limited in their enterprise, please be considerate of your neighbors who live here.

WATER CONSERVATION: Be aware of leaks and have them fixed immediately. California is entering another drought and if we do not overuse our Pine Hills Mutual well water, we will be fine. Wells are filled by rainwater. Please advise guests to conserve, as well.
BE MINDFUL: Complaints have occurred on Facebook about speeding on the roads lately, especially Frisius. Roads have no speed limits, therefore it is 55 mph, and it is governed by CHP. As Residents, all of us need to be mindful of how fast we are driving. Many residents exercise, walk dogs, and are on the side of the streets.

CLEAN UP & CHIPPING: 23 owners/residents participated in Chipping. Many more participated in Clean Up. Thank you to volunteer/monitors at Clean Up - Board Member Michelle Martin, Bill Pettersen, Bruce Van Dam, Russ Engevik, Nancy and Henry Younce, Joey Knight, Carla and Wayne Romans. We expect a discount since the Dumpster was very late the first day.

Calculations are based on the total invoice ($2800) divided by total of minutes at all locations (cost/minute). Each resident is charged for number of minutes onsite minus the deposit fee. The more residents who participate, the lower the cost.

TRASH CANS – Remove cans from roads after collection day. Be aware neighbors may have an impeded or obstructed view. Rental owners – Request clean up crews bring cans in from roads. Ramona Disposal offers a smaller truck for those with long driveways.
PARKING – for Safety Reasons, park off roadways and facing the correct direction to avoid confusion for drivers and pedestrians.
DOG WASTE – Pick up dog feces from roadways. Bacteria affects wildlife and people.

Dear Pine Hills property owner: March 30, 2019
The PHCA annual membership meeting will be held on Sunday, June 9, at the Pine Hills Lodge on the cedar deck. Similar to the last 7 years’ meetings, it will be held jointly with the Pine Hills Water Co. The lodge will again offer a brunch/lunch starting at noon. Although our organizations sponsor the meal, a donation jar will be provided for you to help defray expenses. Be sure to place your reservations by June 1 by phoning Kathy Seger at 760-765-1243 or send email to pinehillswater@gmail.com. The business meetings start at 1:00 p.m.
This spring we will hold the twelfth annual Spring clean-up day event to help make Pine Hills more firesafe and beautiful. Dumpsters will be available on May 22 and 23 from 8:00 a.m. until sunset or until the bins are full. The dumpsters will be located near the Pine Hills Lodge. You may bring most kinds of debris but please don’t bring toxics, paint, tires or construction materials like dirt and rocks. If you have any questions, phone Ken Waite at 619.905.2037.
PHCA will again be offering chipping services this spring most likely in early May. See enclosed flyer for details and be sure to note that the deadline for submitting the form is April 20 along with a deposit of $35. Any questions should be directed to Chuck at 765-0765.
The PHCA website, www.pinehillsca.org continues to run well and provides a valuable source of information for both local news as well as PHCA documents including the minutes of PHCA meetings. Any questions or comments you may have should be provided to Jonna Waite at 619.504.6301.
To better prepare for future emergencies, PHCA continues to support a program called Julian Alerts. Its purpose is to notify Julian area residents with current information about local emergencies. You may gain access to this program by visiting the PHCA website. In keeping with the PHCA neighborhood watch efforts, if you happen to observe any suspicious acts in progress or any hunters or poachers in Pine Hills, you may report this by phoning 911.
The considerable rainfall this season helps to reduce the likelihood of serious fires, but we should remain alert and report any unsafe fire hazards to CDF at 765-0511. And it is always important that we practice water conservation.
There continue to be occasional complaints regarding incidents of dogs roaming unleashed in Pine Hills. It is illegal to allow dogs to roam freely, and you may report such incidents to County Animal Control at 760-966-3207. If any dogs appear to be threatening, you may phone 911.
PHCA maintains a supply of wildflower seed and daffodil bulbs. If you would like to obtain bulbs/seed, contact Chuck at 765-0765 or send email to chuck@artistsloft.com. A bag of 50 bulbs costs just $10 with additional bags costing $20 each. Wildflower seed is free.
The 2018/2019 fiscal year is now almost two/thirds over and already more than 73% of property owners have paid their annual dues. If you find a red invoice card enclosed, this means it’s time to send in annual dues of $20 to PHCA, P.O. Box 901, Julian, CA 92036. These dues make it possible for PHCA to continue to provide a variety of services to residents including chipping and clean-up days, daffodil bulbs and wildflower seed, periodic newsletters, signage (driveways, directory and entrance), a website for local information and the annual members meeting that includes a buffet luncheon.

WE had a wonderful gathering on June 4 at YMCA Camp Marston. Jamie and Rich hosted us in the Dining Room and his staff made lunch for us. It was quite a cost saving compared to the year before. Next year it will be on Sunday, June 2.

CHIPPING - 15 residents took advantage of the chipping service that PHCA sets up with Four Seasons. FYI: It is not free but charges are calculated by the minute based on Four Season's invoice. Always scheduled in May.
CLEAN UP - Two successful days of Clean Up - two dumpsters were filled. The first day hot dogs were offered. Scheduled in May.

Bylaws state that there be 4 meetings per year: Sept, January, April, and the June annual meeting. Only an hour for board meetings, and it's quite casual! Next board meeting is September 2 at 10 a.m.

REMINDERS
WATER CONSERVATION: Continue conserving water. Check for leaks - they can put a residence into tier 2 and 3 very quickly and it can cost thousands of dollars.
Native plants do not require as much water as other plantings.
Important! When leaving your home for more than 24 hours, turn off water at the meter. Pipes can break and leak underground. Check your water meter - if house water is off and the meter is spinning - there is a leak which needs to be repaired.
Try the Flume app that will send an alert about leaks or contact the Pine Hills Mutual Water Company for suggestions.

MOUNTAIN LIONS: We are fortunate to live in an area where wildlife thrives, and we fully support the protection of our local lions. Many are seen around homes and on trail cams. They are crepuscular, meaning they are usually out at dusk and dawn. Most information states it is not wise to feed wildlife, if deer are fed, it attracts lions. REMINDERS
WATER CONSERVATION: At the Annual Meeting, residents were asked to conserve water. The wells can drop quite quickly. Do not run hoses on trees. Native plants have deeper root systems and do not need regular watering.
Important! When leaving your home for more than 24 hours, turn off water at the meter. Pipes can break and leak underground - soon there is a massive water bill to pay due to a leak. Check your water meter - if house water is off and the meter is spinning - there is a leak which needs to be repaired. Try the Flume app that will send an alert about leaks.
TIPS: Use a dishwasher and do not pre-rinse. Handwashing a full load uses 42.3 gallons of water. In comparison, dishwashers use less than 5 gallons during a normal cycle and Energy Star washers use less than 3.5 gallons. Flush less. Bathe less. Limit Showers. Do laundry less often. Source: L.A. Our Subdivision - Boundary is Pine Hills Rd and Eagle Peak; it includes Three Peaks Lane and Mountain Meadow Trail. Neighbors are welcome in PHCA but only property owners within the Subdivision have voting rights, per Bylaws.

Ordinance 9962 - San Diego County Noise Ordinance - Sec 36.401 Noise Abatement and Control - Disturbing, excessive or offensive noise interferes with a person's right to enjoy life and property and is detrimental to the public health and safety. Every person is entitled to an environment free of annoying and harmful noise. Sec.36.414 General Noise Prohibitions: (2)(A) That disturbs the peace, quiet and comfort of persons of normal sensitivity residing in the area.

WATER CONSERVATION: Be aware of leaks and have them fixed immediately. California is entering another drought and if we do not overuse our Pine Hills Mutual well water, we will be fine. Wells are filled by rainwater. Please advise guests to conserve, as well.
BE MINDFUL: Complaints have occurred on Facebook about speeding on the roads lately, especially Frisius. Roads have no speed limits, therefore it is 55 mph, and it is governed by CHP. As Residents, all of us need to be mindful of how fast we are driving. Many residents exercise, walk dogs, and are on the side of the streets.

FIRE SAFETY: Beware of creating sparks by mowing over rocks during the dry season. Be safe at all times to protect our community. There is info about the Fire Safe Council on our website.
CLEAN UP & CHIPPING: 23 owners/residents participated in Chipping. Many more participated in Clean Up. Thank you to volunteer/monitors at Clean Up - Board Member Michelle Martin, Bill Pettersen, Bruce Van Dam, Russ Engevik, Nancy and Henry Younce, Joey Knight, Carla and Wayne Romans. We expect a discount since the Dumpster was very late the first day.

CLEAN UP DAY – September 18-19 (8 am - 4 pm) NO toxics, batteries, electronics nor construction debris. At Smith's Squirrel Haven, 4465 Pine Hills Rd. (old Ketcherside property), SE corner of Frisius and Pine Hills Road. Members Only. $20 dues must be paid to participate.

CHIPPING is SEPTEMBER 10-11. Mail $35 to secure a spot to PO Box 901 and Email info to pinehillscommunityassoc@gmail.com . Charges by 4 Seasons $30/hour based on size of job. Brush must be located near the drive or road, easily seen. $20 dues must be paid to participate.
TRASH CANS – Remove cans from roads after collection day. Be aware neighbors may have an impeded or obstructed view. Rental owners – Request clean up crews bring cans in from roads. Ramona Disposal offers a smaller truck for those with long driveways.
PARKING – for Safety Reasons, park off roadways and facing the correct direction to avoid confusion for drivers and pedestrians.
DOG WASTE – Pick up dog feces from roadways. Bacteria affects wildlife and people.

Dear Pine Hills property owner: March 30, 2019
The PHCA annual membership meeting will be held on Sunday, June 9, at the Pine Hills Lodge on the cedar deck. Similar to the last 7 years’ meetings, it will be held jointly with the Pine Hills Water Co. The lodge will again offer a brunch/lunch starting at noon. Although our organizations sponsor the meal, a donation jar will be provided for you to help defray expenses. Be sure to place your reservations by June 1 by phoning Kathy Seger at 760-765-1243 or send email to pinehillswater@gmail.com. The business meetings start at 1:00 p.m.
This spring we will hold the twelfth annual Spring clean-up day event to help make Pine Hills more firesafe and beautiful. Dumpsters will be available on May 22 and 23 from 8:00 a.m. until sunset or until the bins are full. The dumpsters will be located near the Pine Hills Lodge. You may bring most kinds of debris but please don’t bring toxics, paint, tires or construction materials like dirt and rocks. If you have any questions, phone Ken Waite at 619.905.2037.
PHCA will again be offering chipping services this spring most likely in early May. See enclosed flyer for details and be sure to note that the deadline for submitting the form is April 20 along with a deposit of $35. Any questions should be directed to Chuck at 765-0765.
The PHCA website, www.pinehillsca.org continues to run well and provides a valuable source of information for both local news as well as PHCA documents including the minutes of PHCA meetings. Any questions or comments you may have should be provided to Jonna Waite at 619.504.6301.
To better prepare for future emergencies, PHCA continues to support a program called Julian Alerts. Its purpose is to notify Julian area residents with current information about local emergencies. You may gain access to this program by visiting the PHCA website. In keeping with the PHCA neighborhood watch efforts, if you happen to observe any suspicious acts in progress or any hunters or poachers in Pine Hills, you may report this by phoning 911.
The considerable rainfall this season helps to reduce the likelihood of serious fires, but we should remain alert and report any unsafe fire hazards to CDF at 765-0511. And it is always important that we practice water conservation.
There continue to be occasional complaints regarding incidents of dogs roaming unleashed in Pine Hills. It is illegal to allow dogs to roam freely, and you may report such incidents to County Animal Control at 760-966-3207. If any dogs appear to be threatening, you may phone 911.
PHCA maintains a supply of wildflower seed and daffodil bulbs. If you would like to obtain bulbs/seed, contact Chuck at 765-0765 or send email to chuck@artistsloft.com. A bag of 50 bulbs costs just $10 with additional bags costing $20 each. Wildflower seed is free.
The 2018/2019 fiscal year is now almost two/thirds over and already more than 73% of property owners have paid their annual dues. If you find a red invoice card enclosed, this means it’s time to send in annual dues of $20 to PHCA, P.O. Box 901, Julian, CA 92036. These dues make it possible for PHCA to continue to provide a variety of services to residents including chipping and clean-up days, daffodil bulbs and wildflower seed, periodic newsletters, signage (driveways, directory and entrance), a website for local information and the annual members meeting that includes a buffet luncheon.
